Make Your Voice Heard on the Leasehold Reform Draft Bill

The new draft bill is undergoing scrutiny which is why we need leaseholders to make sure their voices are heard. Complete the Governments online survey now

On 27 January 2026, the Government published a draft Commonhold and Leasehold Reform Bill for pre-legislative scrutiny. The Housing, Communities and Local Government Committee is investigating whether the proposed reforms in the draft Bill will be effective, and what changes the Government could make to improve the draft Bill before the final version is introduced to Parliament. 

They would like to hear your views about the draft Bill, which will inform the recommendations they make to the Government. 

We appreciate the draft bill is extensive and not easy to understand. We would advise you to read the Guide to the Draft Commonhold and Leasehold Reform Bill which is easier to understand. Please take the time to read and complete the survey.

How effectively does the draft Bill meet the Government’s own policy intentions, including its commitment to “bring the feudal leasehold system to an end”? 

There are two ways to submit your evidence and you can do one or both. Via an online Survey or via written evidence.

As a minimum NLC are asking ALL leaseholders to complete the online survey below.

SURVEY

If you are an individual homeowner, please share your views through the online survey. It is the easiest way for you to share your experience of home ownership and views on the draft Bill. The final question on the survey is where did you hear about the survey. Please let them know it was from the NLC. We need to give them a strong message that we are all together and united on this.

Question 9 of the survey asks you to choose two aspects that should be a priority for the government.

The survey will be open for responses until 31 March 2026. 

WRITTEN EVIDENCE

If you are submitting on behalf of an organisation, as a researcher, or wish to make a detailed submission about how the draft Bill could be improved, you can submit formal written evidence through this portal.  

If you wish to share evidence regarding your individual experiences, you are encouraged to respond to the survey above.

You do not have to answer every question on the written evidence. Responses should be no longer than 3,000 words. 

The deadline to submit written evidence is 11:59 pm on Wednesday 25 February 2026.
