National Leasehold Campaign Warns of ‘Lawfare’ by Vested Interests as Legal Threat Emerges
The National Leasehold Campagn has criticised a newly emerged campaign group reported in The Times, warning it represents a coordinated, last‑minute attempt by vested interests to stall and weaken long‑overdue leasehold reform in England and Wales.
The intervention comes as momentum builds behind government plans to reform the deeply criticised leasehold system, which has left millions of homeowners facing escalating costs, opaque charges and limited control over their properties.
“This Is Not Grassroots — It’s Lawfare”
Responding to the development, Katie Kendrick said:
“This isn’t grassroots campaigning — it’s lawfare by vested interests using anonymous fronts to protect profits and delay justice for millions of leaseholders.
It is frankly astonishing — but entirely predictable — that yet another anonymous campaign group has emerged at the eleventh hour to threaten legal action against long‑overdue leasehold reform.”
Katie highlighted what she described as a growing pattern of loosely defined organisations presenting themselves as campaign groups while refusing to disclose funding sources or leadership.
“Time and again, groups present themselves as defending ‘property rights’ or representing freeholders, yet refuse to reveal who is funding or driving them. They remain faceless, avoiding accountability, and appear only when reform threatens their financial interests.
When shadowy groups emerge at the eleventh hour, it is not democracy — it is lawfare designed to stall reform and protect vested interests.”
The NLC questioned why those now threatening legal action had played no visible role during years of campaigning by leaseholders.
Where were these voices over the past decade?
For years, millions of leaseholders across the country have been trapped in an outdated and deeply unfair, feudal system. Reform has not appeared overnight. It has been driven by the relentless efforts of a genuine grassroots movement — the National Leasehold Campaign — which has spent nearly a decade exposing spiralling costs, unfair ground rents and the complete lack of control people have over their own homes.
During that time, those now threatening legal action were silent — content to benefit from a broken status quo.

“Let’s be clear — this is not grassroots campaigning. This is lawfare.
Anonymous lobbyists hiding behind ‘property rights’ claims are using legal tactics to protect profits and block long‑overdue justice for leaseholders.”
She warned:
“Leaseholders have spent years facing powerful interests with significant legal and financial resources. This is not about property rights — it is about powerful interests weaponising the law to protect profits at the expense of ordinary homeowners.”

The National Leasehold Campaign argues that the rhetoric being used by opponents of reform is detached from reality:
“The language being deployed, claims of ‘expropriation’ and demands for huge compensation, shows how far removed these arguments are from the lived experiences of ordinary people.”
“Behind these arguments are millions of households dealing with opaque charges, rising costs and a system that prioritises investor returns over fairness.
